Oxford Moves Forward with Punkin Water Association Transition
In a move aimed at enhancing water quality and service for its residents, the city of Oxford is making strides in the takeover of the Punkin Water Association (PWA). This transition comes after years of complaints from the Punkin community regarding poor water quality. On Tuesday, March 12, the Oxford Board of Aldermen held its first reading of an ordinance that outlines the new rates for these customers, with plans to officially welcome them into the Oxford Utilities family.
No Rate Increases for Current Oxford Customers
Residents can breathe a sigh of relief as the new rates are exclusively aimed at the former PWA customers. Mark Levy, the special projects director for Oxford, clarified, “This is only for the current Punkin customers.” This distinction means that existing Oxford Utilities customers will not experience any changes in their rates.
For those transitioning from Punkin Water Association, the proposed rates begin at a minimum of $9.74 per month for usage up to 2,000 gallons. After this point, customers will be charged $4.87 for every additional thousand gallons of water consumed. This structure aligns with the rates that existing customers located outside the city limits are currently receiving, ensuring fairness and consistency.
Monthly Surcharge for Punkin Customers
While the base rates are reasonable, Punkin customers will notice a monthly surcharge of $12.25. This fee is designed to help cover the costs associated with the transition and the necessary infrastructure improvements that will take place as Oxford Utilities takes over.
Upcoming Public Hearing
A public hearing to discuss the proposed rates and changes to the ordinance is scheduled for 5 p.m. on March 19 at City Hall. This is a golden opportunity for residents to come forward, ask questions, and voice any concerns they may have regarding the new system. Engagement from the community is crucial as it paves the way for a smoother transition.
Timeline for Transition
As part of the plan, the Punkin Water Association is estimated to complete its transfer of water sources and franchises to Oxford by early summer. Following this transfer, the PWA will begin the steps to dissolve its corporation, which is an essential part of the process to ensure a seamless integration into the Oxford Utilities system.
Once the transition is finalized, notable changes will occur. Existing wells operated by the PWA will be closed, and most of their equipment will be removed, with the exception of a large tank. Customers can also look forward to more modern facilities as new electronic read-only meters have already been installed. In addition, the necessary pipeline work to connect Oxford to the PWA is expected to be completed this month, putting the city on the path to a more effective water distribution system.
