Oxford greenlights construction of modern mixed-use building for an empty lot
In a unanimous decision, the Oxford Planning Commission approved the site plan for a new and striking three-story mixed-use structure. The proposed building is meant to fill an empty lot situated on the intersection of 11th Street and Jefferson Avenue, nestled between Isom Place and Oxford Floral.
The Proposed Building: A Confluence of Commercial and Residential Space
The proposal, made by owner Stefano Capomazza, outlines a three-story edifice incorporating both commercial and residential functionalities. The ground floor will house a light commercial space ideally suited for boutique retail or coffee shops. The top two floors, on the other hand, will contain six residential condominium units, offering a convenient, urban living experience centrally located in downtown Oxford.
Parking Concerns Addressed
The building’s design also includes provisions for seven parking spaces, an element not required due to the proximity of the city’s downtown parking garage just across the street from the proposed structure. Capomazza, however, chose to offer one parking space per unit and another accessible parking spot prioritized for differently-abled individuals.
Approval from Historic Preservation Commission
The building design received endorsement from the Historic Preservation Commission last September, further paving the way for the realization of this urban project.
Voicing Out Concerns
A homeowner from the residential neighborhood right behind Jefferson Avenue aired a number of concerns, which included fears of people freeload parking in the proximate church’s lot, increased traffic, and the inevitable delivery trucks that will have to serve the ground floor commercial establishments. The homeowner managed to present a letter to the commission embodying these worries, signed by several other local residents.
Planning Commission’s Response
The commission acknowledged these concerns but argued their premature nature, especially given the unknown types of businesses that will occupy the commercial spaces. The potential issues surrounding traffic or delivery trucks remain speculative at best until further details are disclosed.

The unanimous approval from the Oxford Planning Commission places the proposed mixed-use building a step closer to realization. However, more details about the type of businesses moving in and the measures to address the potential increase in traffic need to be ironed out.
